It identifies major gaps—such as limited mobile payment systems, outdated legislation, and weak trade facilitation—but also highlights emerging opportunities through digital platforms and mobile commerce.
The report offers targeted recommendations to boost private sector engagement, improve connectivity, and create a more enabling environment for e-commerce and digital entrepreneurship in Tonga. The findings serve as a foundation for national policy reforms and regional integration efforts under the Pacific E-Commerce Initiative.
